The Balochistan cabinet, led by Chief Minister Mir Sarfaraz Bugti, approved a wide set of reforms in its 20th meeting on Friday, introducing major changes in women’s transport, climate resilience, banking, administration, and public welfare.

At the start of the session, the cabinet congratulated Field Marshal General Asim Munir on assuming office as Pakistan’s first Chief of Defence Forces. CM Bugti praised his leadership during recent Indian aggression, saying Pakistan’s armed forces “proved their readiness with courage and clarity.” He said the people of Balochistan stand firmly behind the military.

Pink Bus Service for Women; Expansion of Green Routes

The cabinet approved new green bus routes across Quetta to ease urban mobility.

A key announcement was Balochistan’s first Pink Bus Service, dedicated for women, ensuring safer and more comfortable public transport.

CM Bugti called it “a historic step for women’s mobility and dignity.”

Balochistan Launches First Climate Fund

Declaring climate change a “fast-intensifying threat,” the government formally launched the province’s first Climate Fund to support eco-friendly development and climate-resilient infrastructure.

The cabinet also proposed phasing out petrol rickshaws and motorcycles and replacing them with electric bikes and electric rickshaws to reduce pollution.

Approval Granted for the Bank of Balochistan

In a major financial decision, the cabinet approved the establishment of the Bank of Balochistan.

CM Bugti directed that the bank be fully operational by next year, stressing:

  • A merit-based governing board
  • Zero political interference
  • Transparent financial processes

“This bank will be built purely on professionalism,” he said.

Environmental, Legal and Minority Rights Strengthened

The cabinet approved the appointment of the chairperson for the Balochistan Environmental Protection Tribunal.

Other approvals included:

  • Birth and Death Registration Model Bylaws 2022
  • Special Marriage Act for the Bahá’í community, ensuring legal protection of marriages
  • Delegation of Justice of Peace powers to DCs, ADCs, ACs and commissioners

These officers can now:

  • Direct police to register FIRs
  • Address harassment and delay-related complaints
  • Ensure quicker legal facilitation at district levels

Education Reforms: Upgrading 3,000 Schools

The cabinet exempted taxes on the construction of additional classrooms in 3,000 single-room schools managed by Parent-Teacher Committees.

A new target has been set:

Within three years, 90% of single-room schools will be upgraded to two-room facilities.

Governance and Development Decisions

The cabinet also approved:

  • A Project Management Unit in the Planning & Development Department
  • Reforms under the Balochistan Livelihood Support Project
  • Tax on Land & Agriculture Income Rules 2025
  • Amendments to Balochistan Levies Force Service Rules 2023
