Population Welfare Department awards multiple powers to a blue-eyed official

In violation of merit and rules, the Balochistan Population Welfare Department has awarded multiple powers to a blue-eyed official. “A grade-14 official has been given four positions at the same time”, Khalil Ahmed, the President All Pakistan Clerks Association (APCA) Population Welfare Unit revealed this at a news conference on Wednesday.

Other office-bearers flanked during the press conference. Mr. Ahmed lamented that the said official was exercising financial powers besides being cashier of the Secretary Population Welfare Department. “Dozens of senior officers ignored in the department”, he asserted.

He said that Director (Admn) and (Finance), Office of the Directorate General, Population Welfare Department, who is the brother of the said cashier, is also holding the charge of four different posts with financial powers.

The APCA President painted a bleak picture of the department with regard to transfer and postings and termed it disastrous. He said that employees of the department have been awaiting their promotion for the last 30 years, adding that promotion cases of Senior Clerks to the rank of grade-16 have been pending in the administrative department since February 2021 without any cogent reason.

He said that the verdict of the Balochistan Service Tribunal passed during the year 2017 regarding amendments in the Service Rules of Population Welfare Department is not being implemented. He said that Director (Admn), Directorate General, Population Welfare Department, Balochistan has relaxed several employees of the department from their official duties and these employees draw their salaries without attending office.

He said that the mentioned issues have time and again been brought to the notice of the Director General, Population Welfare Department in black and white, but no action has so far been taken, adding that employees of the department have been on strike since July 8, 2021, but the authorities have turned a deaf ear. He said that APCA, Population Welfare Department would set up a protest camp outside Quetta Press Club besides arranging protest demonstrations outside Quetta Press Club on weekly basis for redressal of the grievances of the employees of the Population Welfare Department.
