QUETTA (November 4, 2026) — In a major push to strengthen security infrastructure and combat crime, the provincial governments of Balochistan and Punjab have agreed to collaborate on modernizing and scaling Balochistan’s Safe City initiatives.
The strategic partnership was finalized following a formal request by Balochistan Chief Minister Mir Sarfaraz Bugti to Punjab Chief Minister Maryam Nawaz Sharif. In response, Chief Minister Maryam Nawaz directed Punjab authorities to extend full institutional, technical, and operational support to the Balochistan Safe City Authority (BSCA).
Joint Venture to Enhance Security Monitoring
Under the new agreement, the Safe City authorities of both provinces will enter into a joint venture focusing on technical assistance, knowledge sharing, and capacity building.
The announcement came during a high-level review meeting of the Balochistan Safe City Authority, chaired by Chief Minister Mir Sarfaraz Bugti in Quetta. During the session, Additional Chief Secretary (Home) Muhammad Hamza Shafqaat briefed attendees on the progress of ongoing projects, revealing that Safe City initiatives are currently underway across nine key cities in Balochistan.
Director General of the Punjab Safe City Authority (PSCA), Ahsan Younas, highlighted that Punjab will provide specialized training for Balochistan’s law enforcement personnel, share modern monitoring practices, and offer technical assistance to ensure seamless deployment.
“Safe City projects are not merely monitoring systems—they form the backbone of a modern security infrastructure designed to protect citizens’ lives and property.”

”Providing a safe and secure environment for our citizens is the state’s paramount responsibility, and I am personally monitoring the progress of these projects,” Bugti stated. He directed all relevant departments to accelerate work across all nine cities and meet completion deadlines through tight coordination.
