ISLAMABAD: A proposal for a Trilateral Defence Agreement between Pakistan, Saudi Arabia, and Türkiye has outlined a framework aimed at enhancing regional security, collective deterrence, and strategic cooperation among the three nations.
According to the proposal, the agreement is envisioned as a purely defensive security framework based on the principles of collective security and collective deterrence, emphasizing that it is not directed against any country and is intended to promote regional peace, stability, and conflict prevention.
The document states that the partnership builds on the longstanding historical and strategic relations among the three countries. It highlights Pakistan’s historical ties with Türkiye dating back to the Khilafat Movement, while noting the decades-long strategic, political, economic, and defence cooperation between Pakistan and Saudi Arabia.
The proposed framework identifies the complementary strengths of each country. Pakistan is described as contributing its experienced armed forces and strategic expertise, Saudi Arabia its economic strength and regional influence, and Türkiye its advanced defence technology and industrial capabilities.
The proposal also argues that the changing regional security environment requires closer strategic coordination, including enhanced defence cooperation, intelligence sharing, and military collaboration to deter external threats and maintain stability.
It further describes Pakistan as an emerging regional stabiliser, citing its diplomatic engagement with regional and global stakeholders and its ability to maintain constructive relations with countries across the Middle East and major world powers.
According to the proposal, the trilateral framework would focus on peace, regional stability, self-reliance in security, and strategic cooperation, while rejecting comparisons with a “Muslim NATO” or any offensive military alliance.
If implemented, the proposed Pakistan–Saudi Arabia–Türkiye Defence Pact would formalize existing strategic cooperation among the three countries and strengthen collaboration in defence, intelligence, and regional security while emphasizing a defensive posture.
