QUETTA — In a major development, Inspector General of Police (IGP) Balochistan, Muhammad Tahir, along with AIG Legal Shafiq-ur-Rehman, personally appeared before the Judicial Commission of Inquiry headed by Justice Muhammad Aamir Nawaz Rana during an open court hearing to present a comprehensive investigation report on the terrorist attack at the Mangi Dam pumping station in Ziarat district.
​The high-profile proceedings at the Quetta court were attended by top law officers and government officials, including Advocate General Balochistan Abdul Latif Kakar, Prosecutor General Balochistan Bahram Khan Tareen, Additional Attorney General Muhammad Farid Dogar, Deputy Attorney General Anwar Naseem Kasi, Additional Advocate General Khalil-ur-Rehman, Assistant Advocate General Sultan Bareech, Additional Prosecutor Generals Abdul Latif Kakar and Habibullah Gul, and Deputy Prosecutor General Abdul Mateen, alongside defense lawyers, police officials, and the legal heirs of the martyred personnel.
​Police Report Submission, Shuhada Package, and PSP Vacancies
​Complying with the judicial commission’s August 24 order, the IGP Balochistan submitted a detailed report and related legal documents regarding the motives behind the Mangi Dam attack, ongoing police investigations, and strategic preventative measures for provincial security.
​Outlining the financial and welfare relief under the approved Shuhada Package, IGP Muhammad Tahir affirmed that the police department treats the families of fallen officers as its own. Key provisions presented to the court include:
​Continuous salary payments to legal heirs until the martyr’s completion of service term.
​Immediate, non-refundable three-month salary advance pending inheritance certificate issuance.
​Lump-sum financial compensation and funds in lieu of residential plots.
​Direct government employment for an eligible family member.
​Fully funded education for orphaned dependent children through the Balochistan Education Endowment Fund (BEEF).
​During the hearing, Justice Muhammad Aamir Nawaz Rana questioned the provincial police administration regarding operational readiness and asked why Police Service of Pakistan (PSP) cadre officers from other provinces were not serving in Balochistan. The IGP revealed that approximately 49 PSP cadre positions reserved for Balochistan remain vacant, noting that the issue has been formally taken up with the federal government.
​Stressing that the police force is a fundamental state institution responsible for protecting public life and property, the commission urged both the Federal Government of Pakistan and the Government of Balochistan to immediately equip the Balochistan Police force with modern weaponry, tactical gear, and enhanced operational resources.
​Legal Team Coordination, Witness Registration, and Next Hearing Date
​Upon request, Advocate General Balochistan provided copies of the police investigation report to defense lawyers Shams-ul-Rehman Kakar, Abdul Musawwir Khan, Sadiq Khan, Barkhurdar Khan Achakzai, Atta Muhammad Kakar, and Habibullah Khan Nasir. The legal panel pledged to submit their formal reply and present a designated legal team ahead of the next session.
​Witnesses and family members of the martyrs—including Naseem Ullah, brother of a fallen officer—arrived from Ziarat, Loralai, and Sanjavi to record their statements. The commission directed all legal heirs, relatives, and witnesses to complete their formal registration with the Registrar/Secretary of the Commission by September 3, 2026.
​To ensure seamless coordination, IGP Balochistan committed to deploying a specialized Liaison Team of experienced police officers to assist the court during every hearing.
​The Judicial Commission of Inquiry has adjourned further court proceedings until Monday, September 7, 2026, at 1:00 PM.
