A serious power tussle has emerged within the Balochistan Board of Intermediate and Secondary Education (BBISE), Quetta, as official documents reveal a growing conflict between the Chairman of the Board and the Controller of Examinations, Ms. Abida Kakar.

In an official letter dated July 4, 2025, the BBISE Chairman lodged a complaint against Ms. Kakar, raising allegations of examination papers being taken outside the examination centre during her presence at Aminabad Girls School, Quetta. The letter claims that the allegations submitted by Mr. Nasir Aziz are of a serious nature and include photographic evidence. It requests the School Department to initiate formal proceedings or refer the matter to the Chief Minister’s Inspection Team.

In response, a letter dated June 30, 2025 — authored by the Secretary BBISE — presents a counter-narrative. The letter accuses the Chairman’s office of unlawfully taking over the result preparation process, excluding the legally responsible Controller of Examinations from all relevant access and decisions. The Secretary further alleges that staff were threatened with termination if they shared any result-related information with the Controller’s office — a move described as unethical and unlawful.

The Secretary claims she had contacted the Chairman to raise concerns over these irregularities and the lack of transparency, but was reportedly told that the Chairman had “no role in result matters” — a statement contradicted by ongoing activities.

This internal rift between two top officials has not only exposed deep administrative flaws within BBISE, but has also raised serious concerns about the credibility, transparency, and legality of the current examination and result processes.

Most alarmingly, this bureaucratic infighting is now threatening the future of thousands of students across Balochistan who await their results. Educationists and civil society members have called for urgent intervention by the provincial government to safeguard students’ academic futures and restore order within the Board.
