Islamabad – Pakistan’s Ministry of Interior has announced a significant policy move regarding the repatriation of Proof of Registration (PoR) cardholder Afghan nationals, issuing a detailed notification outlining the process.
According to the notification, the voluntary return of PoR holders will begin immediately, while the remaining individuals will be repatriated in phases starting September 1. Officials say the decision was taken during a high-level meeting, citing security concerns and growing pressure on the country’s resources.
The repatriation of Afghan Citizen Card (ACC) holders will continue in accordance with the previously announced Integrated Foreigners Repatriation Plan (IFRP). The Ministry of Foreign Affairs will coordinate with international organizations, including the Afghan interim government and UNHCR, to ensure an organized return process.
The Ministry of Kashmir Affairs, Gilgit-Baltistan, and SAFRON will share complete data of PoR holders with relevant provincial and district committees. The National Database and Registration Authority (NADRA) will handle the cancellation of registrations at transit areas and border terminals, while the Federal Investigation Agency (FIA) will facilitate the process at designated border crossing points.
All provincial governments and concerned agencies have been directed to conduct comprehensive mapping of PoR holders and submit provincial action plans to the Ministry of Interior. The plan includes designating transit areas, arranging transportation and financial assistance, forming district and provincial-level committees, reactivating control rooms, and establishing a hotline and complaint cell for grievances.
Daily progress on repatriations will be monitored through the Foreign National Security Dashboard (FNSD). All relevant stakeholders have been asked to share updated contact details of their focal persons with the Ministry of Interior. For coordination, the ministry has appointed the Section Officer Security as the official focal person.
This move marks one of the most extensive organized repatriation drives in recent years, reflecting Pakistan’s effort to address security, resource management, and migration control concerns.
