QUETTA — The Anti-Corruption Circle of the Federal Investigation Agency (FIA) Balochistan Zone has filed a criminal case against former Quetta Electric Supply Company (QESCO) Chief Executive Officer (CEO) Engineer Yousaf Shah Khan and Chief Internal Auditor Muhammad Ahmad Bilal.
​The top executives face serious charges including dual employment, fraud, forgery, and misuse of official authority.
​The formal case was registered under case number FIR-ACC-QTA-53/26, following extensive preliminary inquiries into administrative misconduct and fake appointments within the state-owned power distribution utility.
​Key Corruption Allegations Breakdown
​Dual Employment & Benefits Fraud: Muhammad Ahmad Bilal, while serving as Deputy Director of Audit (BPS-18) at the Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS), applied for the position of Chief Internal Auditor at QESCO while concealing his university post.
​Double Payroll Exploitation: Investigations revealed that Bilal retained an official lien at BUITEMS from September 22, 2021, to June 30, 2022, while actively drawing salaries and benefits from both organizations. In June 2022, he submitted misstated bio-data to QESCO claiming his university service ended in September 2021.
​Executive Protection & Illegal Extensions: Former CEO Yousaf Shah Khan was allegedly aware of Bilal’s unlawful double employment. Instead of initiating disciplinary action, Khan extended Bilal’s contract for one year in May 2025—bypassing direct objections raised by QESCO’s Board of Directors and Human Resources department.
​Defiance of Federal Directives: On March 30, 2026, the Ministry of Energy (Power Division) explicitly prohibited all power distribution companies (DISCOs) from making C-level appointments on a lien basis. Despite the order, the CEO granted Bilal another six-month extension on June 1, 2026.
​Inquiry Suppression & Non-Cooperation: When an internal probe was finally launched into Bilal’s conduct, Khan—acting as the inquiry convener—prematurely quashed the proceedings. Furthermore, Khan allegedly refused to comply with official legal notices issued under Section 160 of the Code of Criminal Procedure (CrPC).
