QUETTA: A division bench of the Balochistan High Court (BHC), comprising Justice Muhammad Kamran Khan Mulakhail and Justice Shaukat Rakhshani, has ordered the immediate cessation of strikes and lockdowns initiated by the Grand Health Alliance (GHA), which have paralyzed healthcare services in Quetta.
During a hearing regarding the delayed stipends of Post Graduate Medical Institute (PGMI) trainees and house officers, the court directed the Health Department to release over Rs. 633 million in pending dues and arrears. The Finance Department confirmed the allocation of funds, while PGMI officials were instructed to ensure prompt disbursement.
However, the court expressed concern that the GHA strike, which has locked down major healthcare facilities, including Civil Hospital and Bolan Medical Complex (BMC), was obstructing essential services. Terming the strike a violation of the Hippocratic Oath and professional ethics, the court stated, “Medical professionals are bound to perform their duties without interruptions, especially in essential services.”
The court criticized associations like the Young Doctors Association (YDA) for using their positions to push political agendas at the expense of public welfare. It highlighted that healthcare, education, and other public services are classified as essential, and strikes within these sectors are illegal.
The bench directed the Secretary of Health, Director General Health, and police authorities to take disciplinary action against violators and ensure the immediate restoration of healthcare services. It also urged the GHA to address grievances legally rather than resorting to disruptive measures.
The court’s orders reflect a firm stance on maintaining uninterrupted healthcare services and addressing administrative delays while safeguarding patients’ rights. Copies of the judgment have been forwarded to relevant authorities for strict compliance.
